Govt to use PM-Cares Fund to set up medical oxygen plants at 100 hospitals

The The decision was made at a meeting of the central “Empowered Group-2” on Covid-19. During the meeting, the group made three key decisions to ensure the short and long term availability of medical oxygen in the country.

  • 100 new hospitals are to have their own oxygen system as part of the PM-Cares Fund
  • 50,000 tons of medical oxygen are to be imported.

Central Authorized Group 2 was established in March last year to ensure the availability of medical equipment, including medical oxygen, for states affected by the pandemic.

Mapping of oxygen sources for 12 high exposure conditions

Since the start of the second wave of Covid-19, the demand for medical oxygen has increased from 12 to 12 States with high exposure to active Covid-19 cases. These are Maharashtra, Madhya Pradesh, Gujarat, Uttar Pradesh, Delhi, Chhattisgarh, Karnataka, Kerala, Tamil Nadu, Punjab, Haryana and Rajasthan.

A senior official from the Union Ministry of Health told India Today TV that there is currently no shortage of medical oxygen in the country. “The crisis is a lack of availability in places where it is needed most.”

“There is a sufficient production capacity of around 7,127 tons of medical oxygen per day in the country. Depending on demand, the excess oxygen available in steel mills is also used to cope with the emergency caused by the second Coivd-19 wave in the last two Days, India used its 100 percent production capacity, “said the health ministry official.

According to data from the center, medical oxygen consumption in India on April 12 was 3,842 tons. This is 54 percent of the country’s daily production capacity.

Medical oxygen consumption is usually higher in states with high Covid-19 cases such as Maharashtra, Gujarat, Madhya Pradesh, Uttar Pradesh, Karnataka, Tamil Nadu, Delhi, Chhattisgarh, Punjab and Rajasthan.

“While Maharashtra demand is expected to exceed the state’s available production capacity, states like Madhya Pradesh have no production capacity to meet their medical oxygen needs. There is also a trend towards increasing demand in other oxygen producing states like Gujarat , Karnataka, Rajasthan, etc. “the Union Health Ministry said in a statement.

Such an imbalance between supply and demand has hit the medical infrastructure and worsened the situation in Covid-19.

On Thursday, the central government announced that a mapping exercise was being conducted to give states clarity and certainty about oxygen to be delivered over the next few weeks.

“The sources of medical oxygen and their production capacity have been mapped to meet state requirements and an indicative framework has been developed to guide states on sources of medical oxygen,” the government said.

Accordingly, the 12 states with high loads were given 4,880 tons, 5,619 tons and 6,593 tons to meet their forecast requirements on April 20th, 25th and 30th.

To ensure this, the center has involved key stakeholders, including representatives from oxygen manufacturers such as the All India Industrial Gas Manufacturers Association (AIIGMA).

Oxygen systems in 100 hospitals

The empowered group also directed the Ministry of Health to investigate an additional 100 hospitals in distant locations to consider the sanction for installing pressure swing adsorption (PSA) systems. PSA systems produce oxygen and help hospitals to make their medical oxygen needs self-sufficient, while at the same time reducing the load on the national electricity grid for its supply.

That being said, 162 PSA systems sanctioned under PM-Cares Funds are being scrutinized for near completion to improve self-generation of oxygen in hospitals, especially in remote areas.

Import 50,000 tons of medical oxygen

The authorized group’s third decision on Thursday was to import 50,000 tons of medical oxygen in the face of increasing domestic demand.

“The Ministry of Health has been directed to finalize the tender for the same and investigate possible import sources identified by the State Department’s missions,” the statement said.

Explore other options

Authorized Group 2 took action to ensure there was no panic over the lack of medical oxygen. In addition to measures to improve production capacity, the government has also decided on a detailed draft to use the surplus oxygen supplies in the steel mills.

The stock availability of steel mills has increased in the last few days. 14,000 tons come from the stocks of the CPSU steelworks alone.

Also, to accelerate the availability of medical oxygen, the government has established a subgroup under the Union Ministry of Roads and Highways with the Ministry of Railways and State Transport Departments to facilitate the transportation of liquid medical oxygen (LMO) tankers.

The move of oxygen tankers by rail is also being actively worked out, according to sources.

The Petroleum and Safety Organization has ordered the conversion of argon and nitrogen tankers for use as oxygen tankers.
