Released on parole last year to decongest Tihar jail, more than 3,000 inmates ‘missing’


Tihar Prison authorities have asked the Delhi police to help track down convicts and underserved prisoners who were paroled last year to exonerate the prison but who did not throw themselves up.

Tihar Prison authorities have asked the Delhi police to help track down 112 convicts who have not reported themselves.

In 2020, courts had ordered prison authorities to release at least 1,184 convicts on parole to avoid overcrowding amid the Covid-19 pandemic. Most of these inmates were housed in either Tihar, Mandoli or Rohini prisons.

Officials now confirm that 1,072 of those convicted have either given up or completed their sentences.

112 convicts have yet to surrender. Their names and details were given to the Delhi police to track them down.

Similarly, a total of 5,556 underserved prisoners were released on emergency parole from Tihar Prison in Delhi last year. Up to 2,200 of them have returned to prison, while 3,300 underserved prisoners have not yet vomited.

A list of underserved prisoners who did not surrender was also given to the Delhi police.

Officials also said some underserved prisoners are about to surrender themselves, while others may have received regular bail from the courts. This is being noted, an official added.

Most of these convicts and underserved prisoners suffer from diseases such as HIV, cancer, kidney dysfunction, asthma or tuberculosis.

With a cumulative capacity of more than 10,000 inmates, Tihar Prison in Delhi is one of the largest prison complexes in South Asia.

High-level committees set up by the state governments were tasked with setting criteria for the release of convicted and underserved prisoners in order to relieve the prisons. The decision was made on the proposal of the Supreme Court last March.
