Election Commission sets up committee to assess shortcomings in recently held assembly polls


The Election Commission has set up a core committee to investigate the shortcomings in the recent State Assembly elections.

The Core Committee, chaired by the Secretary General of the ECI, will identify findings, experiences and shortcomings from recent surveys in Assam, Bihar, Kerala, Tamil Nadu, West Bengal and UT Puducherry.

The committee will identify shortcomings and loopholes in the ECI regulatory system, implement changes and enforce them at the CEO / district officer level.

The Election Commission recognized the need to strengthen the legal / regulatory framework so that the ECI can more effectively ensure compliance with guidelines / instructions including Covid norms.

Given the rise in the number of Covid cases in most states after the elections, it has been determined that a legal framework needs to be put in place to ensure the exercise of responsibility, such as this independent of and in addition to ECIs

STRENGTHENING THE EXPENDITURE MANAGEMENT

One of the problems that raises a lot of questions is expense management. The Core Committee will consider measures to further strengthen the Expenditure Management Regulation to ensure that the elections are held fairly.

In many cases it was found that the existing framework had many shortcomings in protecting the electoral machinery from post-election reprisals. The committee will make proposals to secure the offices of the electoral machinery at the state level (offices of CEOs, DEOs and returnees).

During the polls, many cases related to the electoral roll, electoral roll and EPIC card delivery came to the fore.
The committee was also asked to collect experience and best practices in all States / UT, analyze them and suggest a way forward and further reforms needed.

DECs of the ECI and CEOs of the recent US polls, as well as a select few special observers and observers, will be members of the committee.

In finalizing its recommendations, the committee will also receive input from government node officials from various departments such as police, spending, health officials, as well as some DEOs, SPs, and ROs identified by CEOs.
