West Bengal push to re-introduce Legislative Council. All you need to know


In accordance with the promise of the Trinamool Congress (TMC) manifesto, the Mamata Banerjee government has approved the establishment of the Legislative Council or Vidhan Parishad in West Bengal. The decision was made earlier this week and must be approved by parliament before it comes into force. And this can be another focal point between the center and the state.

WHY IT CAN BE A FLASHPOINT BETWEEN THE CENTER AND THE STATE

WHY THE NEED FOR A LEGISLATIVE COUNCIL?

A relevant question is the cost burden for the state treasury, which is similar to the Rajya Sabha. Then why a legislative council?

“It has an advantage (Legislative Council). India got some of the best MPs through Rajya Sabha. Manmohan Singh and Arun Jaitley were elected by Rajya Sabha. You get better people who can be elected through some other process and then be part of the government or the consultation for any constructive purpose. This is the need for the House of Lords in parliamentary democracy, ”said Bhattacharya.

“If you’re looking for the right kind of people, the right kind of intelligence to be part of your government, like academics or doctors in the cabinet, how are you going to get it? You will not be able to contest direct elections. To get them into your cabinet, we need a House of Lords, ”he said.

COUNCILS OF LEGISLATION IN OTHER STATES

Six states, including Bihar, Uttar Pradesh, Maharashtra, Andhra Pradesh, Telangana and Karnataka, have a legislative council. The bicameral legislature was established before independence in 1935, and the first Vidhan parish was established in West Bengal in 1937.

The establishment of a legislative council has been a point of contention in Tamil Nadu for three decades. In 2010 the Assam Assembly and in 2012 the Rajasthan Assembly passed resolutions establishing legislative councils. These bills are still pending at the Rajya Sabha. On the other hand, Andhra Pradesh wants to abolish the legislative council, which has yet to be introduced in parliament.

It could be just as long before West Bengal reintroduces the Vidhan Parishad.
