BMC issues new ‘unlock’ guidelines for Mumbai, rules out opening local trains to public


Contrary to the Maharashtra government’s Level 3 guidelines, the BMC has decided not yet to allow women to ride local trains.

Mumbai’s civic body, the BMC, issued new guidelines on Saturday in line with the Maharashtra government’s five-step “unlock” strategy. The state government is gradually lifting the existing restrictions to contain the spread of Covid-19.

With the latest numbers that the Positivity rate in Mumbai at 5.3 percent, the city falls under the third stage of the activation guidelines of the state government.

According to the rules of Brihanmumbai Municipal Corporation (BMC), Mumbai’s local trains will not be open to the public for the time being. Movement on local trains has been limited to medical emergencies and basic services.

The citizens also decided against an exception for women. The Maharashtra government’s Level 3 guidelines recommended that women be allowed to travel on local trains. However, authority to take one final call regarding this was with the local administration.

Other districts in the Mumbai Metropolitan Area (MMR) have been asked to consult with BMC before introducing new rules for local trains.

Level 3 of the activation in Mumbai: What is open and what is not

The Level 3 ‘Unlock’ guidelines apply to all districts / areas with a positivity rate of 5-10 percent and bed occupancy of over 40 percent.

According to the norms, Movement after 5 p.m. will be restricted in such districts / areas including Mumbai. The guidelines come into effect on June 7th.

  • Business with essential goods will continue open every day until 4 p.m.. Businesses that trade in non-essential goods are only allowed to work on weekdays until 4:00 p.m.
  • Shopping centers and theaters remain closed in Mumbai.
  • Gyms, salons, beauty centers, spas and wellness centers are allowed 50 percent full and only until 4 p.m.. These companies have been instructed not to use air conditioning and only serve customers by appointment.
  • Dining in restaurants will be allowed to only until 4 p.m., only on working days. After that, restaurants will only be allowed to offer take-away meals.
  • A gathering of more than five people is illegal under Section 144 of the CrPC.
  • In the meantime, public transport will be allowed without queues. Parks and gardens are opened from 5 a.m. to 9 a.m..
  • The construction activity was also approved by the BMC, provided that the workers on site are left by 4:00 p.m.
  • Private offices can stay open around 50 percent utilization until 4 p.m. on working days.
  • Film and television recordings as well as gatherings such as funerals and weddings will also take place Allowed on weekdays until 4 p.m. at 50 percent occupancy.
