Centre stops Delhi govt’s doorstep delivery of ration scheme


The central government has stopped the ambitious rationing programs of the Delhi government, the Delhi government announced on Saturday.

The Prime Minister of Delhi, Arvin Kejriwal, will hold a press conference on this subject on Sunday at 11 am.

Sources said the Delhi government plan was due to be launched in a few days and all preparatory work was complete. The Kejriwal government of Delhi had planned to deliver 72 poor beneficiaries of lakh rations to their homes. According to the Delhi government, this would help the people especially given the prevailing Covid-19 situation.

“The program was halted by the center on the basis that its approval was not requested and granted prior to implementation,” sources said. The lieutenant governor of Delhi also rejected the acts of implementation of the plan because of ongoing legal proceedings, according to an official statement from the prime minister’s office.

Delhi’s Food Minister Imran Hussain said: “Under current law, no approval is required for the implementation of such a program. Citing an ongoing legal process in which the courts did not order a stay to stop the introduction of such a revolutionary program, “makes it clear that this decision is politically motivated.”

At the beginning of March, the center urged the Delhi government not to implement the programHaving said that it is “not allowed” to use subsidized foodgrain that is allocated under the National Food Safety Act (NFSA) for the project.

The central government stated that these grains cannot be used to run a state / other system under any name / nomenclature other than NFSA as the law does not allow the same

However, the center will have no objection if the Delhi government comes up with a separate plan without mixing up the elements of the NFSA, the government’s letter said.

In response, the AAP said it was deeply saddened that the central government asked the Delhi government to stop the program launched on March 25.

The government led by Kejriwal at that time dropped the original name of the schema, Mukhyamantri Ghar Ghar Ration Yojana, due to the centre’s objection and decided to implement ration delivery to the doorstep as part of the existing NFS law of 2013. The government submitted the file for final approval but has now been stopped again by the center.

WHAT’S THE SCHEME?

Under the scheme, each beneficiary of a ration would receive 4 kg of wheat flour (atta), 1 kg of rice and sugar per person comfortably at home instead of in shops at fair prices. The ration would be provided in hygienically packaged form.

The aim of the program is to address issues currently plaguing rationing in India, the Delhi government said. These include grocery stores found closed during working hours, poor quality grain, less ration from ration vendors, multiple trips to grocery stores, and redirecting rations to the black market.

The new regulation envisaged shortening the beneficiaries’ multiple trips to rationing shops and local millers by providing beneficiaries with hygienically packaged rations at home. This would also put an end to the rationing mafia, said the Kejriwal-led government.
