He added that not a single person came to court to say that Anil Deshmukh took money. The ex-Mumbai top cop did not mention a victim, the lawyer said, adding that Param Bir Singh’s letter was “at most a suspicion or a whisper that could have been heard in the commissioner’s corridors”.

In April, the Bombay HC ordered a preliminary investigation into Anil Deshmukh when it heard a number of petitions, including that of lawyer Jaishri Patil, referring to Param Bir Singh’s earlier letter to the prime minister, in which Deshmukh and others were alleging corruption were charged.

Desai said that Anil Deshmukh was made the devil and shamed without being heard, even though there was no negative material against him in the FIR of the CBI. “Transfer Postings aren’t just about one thing, they talk about politics. He then moved on to his reasoning that the CBI needs the approval of the Maharashtra government before it can register an FIR.
