UP population control bill draft: No govt jobs for those with more than 2 children


The UP State Law Commission has released the first draft of the proposed population control bill. Law Commission chairman Justice AN Mittal said the bill proposes to prevent violators of the two-child policy from voting in local elections or running for government positions.

The Uttar Pradesh State Legislative Commission published the first draft of the proposed bill on population control on Friday. The bill contains provisions to exclude people with more than two children from the benefits of government programs and perks for those following the two-child policy.

UP State Law Commission chairman Justice AN Mittal told India Today TV that the bill would prevent violators of the two-child policy from voting in local elections or running for government positions. The bill also limits the units of the grocery card to four.

Government employees following the two-child policy are entitled to incentives such as two additional full service allowances, subsidized land or house purchases, discount on utility fees, and a 3 percent increase in the Employee Provident Fund (EPF) as part of the National Pension Scheme. Those who have a single child receive four additional tiers, free health care, and education for their child up to the age of 20.

For those out of the government service but following the two-child policy, the bill proposes giving them discounts on water and electricity bills, housing taxes, and home loans. The bill also encourages vasectomy and sterilization, Mittal said.

Mittal said the bill was uploaded to the UP Law Commission official website, seeking suggestions from the public. The deadline for submitting proposals is July 19, 2021.

Mittal also said there would be no relaxation on polygamy and polyandry. “Those who question this need to know that the government cannot invest taxpayers’ money in them with more than two children,” Mittal said.

The bill was released two days before the announcement by the Yogi Adityanath-led government of Uttar Pradesh new population policy 2021-2030. Prime Minister Yogi Adityanath will publish the guideline on Sunday.

According to Assam’s line

Last month, Prime Minister of Assam Himanta Biswa Sarma announced that his government would gradually introduce a two-child policy to receive benefits from certain government-funded schemes.

“Be it a loan waiver or some other government program, we will slowly implement a population policy for these programs. The population norms do not apply to tea gardens, SC, ST communities, but will in future be imposed on all others who use government services as the population policy in Assam has already started, ”said CM Sarma.
