Jolted by Kozhikode crash, govt forms panel to study report, suggest remedies


Shocked by the Air India Express flight AXB1344 crashed at Kozhikode Airport On August 7th last year, the Department of Civil Aviation set up a nine-person committee to review the Aircraft Accident Investigation Bureau’s (AAIB) recommendations on the accident and propose remedial action.

First, the ministry set up a review mechanism within a few days the submission of the BFU report on the accident. The AAIB report was presented on August 17 and approved by the Directorate-General for Civil Aviation (DGCA) on August 20.

The committee is chaired by Civil Aviation Minister Pradeep Kumar Kharola and the heads of Air India, the DGCA, AAIB, the Airports Authority of India (AAI), the Indian Meteorological Department scientist, an airfield expert Arun Rao (formerly the International Civil Aviation Organization) , Vineet Gulati, a member of Air Navigation Services and former Chief of Air Staff Air Chief Marshal Fali Homi Major, will be its members.

The committee was asked to review the 43 recommendations of the AAIB report and to deliver its final report within 60 days. Until safe and practicable solutions are available, the operation of wide-body aircraft at the airport will be suspended.

The first wide-body aircraft Airbus 330-300 of the Saudi airlines from Jeddah landed on December 5, 2018 after a long battle between the state of Kerala and local groups because the runway was shorter than prescribed.

The committee will examine the feasibility of operating wide-body aircraft and propose measures for their operation.

The Kozhikode or Calicut plane crash occurred in August 2020. The tragedy struck the Air India Express Limited Boeing 737-8HG with the callsign VT-AXH, which was conducting a return flight for people stranded due to the Covid as part of the Vande Bharat mission 19 pandemic in Dubai. 165 were injured, 19 passengers and two pilots died in the crash.

The 9-member committee was asked to review the numerous security recommendations for Air India Express Ltd, Airports Authority of India, DGCA, AAIB and IMD.

The AAIB report on the crash had recommended that AIR INDIA EXPRESS LIMITED, in view of the failure of their pilot training program, improve simulator training, train in realistic situations, promote the assertiveness of the first officer to take control and initiate a go-so that one does not stabilized approach when the pilot does not respond in command (one of the main problems identified as causing the crash).
The airline was also asked to improve pilots’ skills in tailwind landing on a wet runway, more accurate calculations of aircraft performance, and better monitoring of data recorders.

The airline was also asked to ensure better availability of the crew at all bases, to take into account the number of flights departing from the respective bases and to assign them accordingly as “home bases”, especially for the captains.

The report criticized the lack of an independent medical department at AIXL and asked the operator to hire aerospace medicine specialists in accordance with the DGCA General Advisory.

Since the investigation team found that there were cases of verbal bug reporting briefings in AIXL, the AAIB had recommended that verbal briefings in the event of aircraft defects be strongly discouraged and that correct procedures as defined in the relevant DGCA Civil Aviation (CAR) requirements be followed .

The Indian Airport Authority has been asked to ensure that the air traffic controller’s ab initio training and annual refresher take into account the effects of tailwind conditions in inclement weather and the necessary precautions when deciding to change runways in inclement weather.
